Windows 10 Defender Blocks SOS

I have a new/clean Windows 10 installation (May/1903). SOS will launch, set on "Loading Now.." for a long while, then terminate.

I discovered that if you disable Windows Defender Real-Time Protection that it will run and present credentials in about 10 seconds.

Further research showed that if you add a file to Exclusions then it will run, and apparently work, but it takes ~40 seconds to load. The file excluded is:

C:\Users\Username\AppData\Local\Temp\unpacksos\2\SRManagerSOS.exe

Obviously this is too complex of a workaround for the average remote user to accomplish.

I do not have a system running an older version of Windows Defender as the main virus protection to do further tests.

This is a very serious issue.
