Splashtop will not install on one of my Windows 7 machines

I can download the App but it will not open. I tried running it as ADMIN and didn't help. 

Ran the troubleshoot app  on windows and it tell me that Splashtop is an "Incompatible Application". No problem on any of my other Windows 7 and 10 machines.
